Designation

The following cases shall be submitted by Secretary to Chief Minister through Chief Secretary/ Minister, MSME for disposal

Chief Minister

  • Cases to be submitted to the Governor in accordance with the provisions of the Rules of Business including detailed instructions issued there under.
  • Cases to be placed before the Governor.
  • Petitions and memorials addressed to the Governor/ Chief Minister.
  • Promulgation, modification, relaxation and repeal of statutory (non-statutory) rules.
  • Cases involving change or modification of existing policies or enunciation of new policies or involving exemptions from acts, statutory rules and orders (and instructions).
  • Matters relating to Governors and Chief Minister's conference and conference of national character.
  • Deputation of Officers above Class-I (Junior) and appointment of Class-I.
  • Posting and transfer of Class-I officers (Intermediate and Senior).
  • Creation of posts in Government undertakings, carrying the pay of Rs. 5400/- and above.
  • Nomination of Directors to different Pilot Project Companies.
  • Nomination of official Directors on the Boards of different companies.
  • Communication of views of the State Government on policy matters to the Government of India or other State Governments.
  • Re-Organization of Department/ Heads of Department and Sub-Ordinate Offices, change of Headquarters of Heads of Departments, Head officers, Zonal or District officers/ posts.
  • Policy matters relating to establishment of Micro Small and Medium Enterprises.
  • All cases which the Chief Minister directs to be submitted to him.
  • Finalization of Five Years Plans and Annual Plans.
  • Issue and Directives to Government undertakings.
  • Closures revivals, transfer, sale and lease of different types of units.
  • Transfer of Government shares.
  • Government investment share Capital debenture/ Loan floated by MSMEs/ MSME Projects.
  • Matters relating to Licensing Committees, Issue of licenses, letter of intent etc.
  • Advance from Odisha Contingency

    Designation

    The following cases shall be submitted by Secretary to Chief Minister through Minister, MSME for disposal.

    Minister

    • General decisions on rebate of Khadi and Village Industries Product
    • Price reduction in the disposal of stock.
    • Delegation of powers whenever necessary
    • Appointment of Auditors for Odisha State Financial Corporation.
    • All important communications received from Government of India
    • Proposals regarding selection and framing of statutory rules.
    • Draft replies to Parliament questions when question of Principle of Polices involved.
    • Reply to assembly Question, Resolutions, Cut-motion, assurances and any other matter raised in the Assembly.
    • Communication of the views of the State Government to other State Governments and Government of India on matter involving policy.
    • Cases involving change or modification or existing polices or exemption of statutory rules, orders and instruction.
    • All memorials by Government, Servants address to the Chief Minister, Minister or the Government.
    • Approval of service recruitment Rules.
    • Appointment of all categories of Group-B gazetted officer.
    • Change of Headquarters of Head of Department or Head of Office.
    • Finalization of five-year plan and annual plan.
    • Governor conference, meeting of NDC and such other high level National meetings involving attendance of Chef Minister or Minister relating to the Department.
    • All proposals for approval of Cabinet or Council of Minister.
    • Observation of public accounts Committee
    • Posting and transfer of all categories of Group-B Officers.
    • Depulation of Group-B Officers on Foreign Service.
    • Constitution of different committees.
    • Annual administration reports the Committees.
    • Nomination of Official Directors on the Board of different Companies.
    • Creation/UP-gradation of all posts and conversion of Group C & D posts to Group B.
    • Nomination Official Directors on the Board of different Companies.
    • Issue of directives to Government Undertakings.
    • Promotion to Public and joint sectors Entrepreneurs.
    • Closure, revival, transfer, sale & Leas of different types Industrials units
    • Transfer of Government Group- B Officers
    • Nomination to Boards, Councils, committees, autonomous body constituted by State Government.
    • Mis-appropriation and loss of Government Revenue beyond Rs. 10,000/-
    • Sanction of grants, Pension, prizes under MSME Department
    • Opening of new Offices
    • Finalisation of troupes of Cultural Programmes sponsored by MSME Department.
    • Press notes counter on the news item published against MSME Department.
    • Cases filed against and cases  to be filed or appealed by Government in the Court of Law.
    • Administrative approval of different Projects/ Scheme costing of 15 lakhs or more.
    • Petitions/representation from public addressed to the Minister.
    • Disciplinary action against Group B Officers.
    • Approval of journey of all non-entitled Officers by air.
    • All matters concerning to State level and National level celebration.
    • Cases not covered under this delegation will decide by Government orders also.
    • Waving of interest & re-phasing of Loans & interest of under State aid to Industries act(with the concurrence of FD).

    Designation

    The following cases shall be submitted by Additional Secretary to the Special Secretary / Secretary for disposal.

    Secretary

    ·      According permission for purchase of movable of immovable property by Additional Secretary to Government MSME Department, Director Industries, Director EP&M under Government Servants conduct Rules.

    ·      Sanction of leave of the Additional Secretary to Government MSME Department.

    ·      Petitions/representation from Public addressed to the Secretary.

    ·      Sanction or remuneration for additional Work.

    ·      Sanction of pension, DCRG, and CVP of all employees.

    ·      Appointment of Group-B (Non- gazetted) and Group-C Officers.

    ·      Preparation of budget estimate, revised budget estimate and complication of estimate of the controlling Officers and sanction of funds provided in the budget .

    ·      Supplementary demands/re-appropriation.

    ·      Review of expenditure of Plan scheme/Non-plan Scheme.

    ·      Submission of schedule.

    ·      Ways and means forecast.

    ·      Confirmation of all employees.

    ·      Budget circular and instruction.

    ·      Draft appropriation accounts.

    ·      Creation and continuation of all posts plan and Non-plan schemes, sanctioning the permanence of posts of all such Officers.

    ·      Audit reports and draft Paras.

    ·      Administrative approval of different Projects/schemes costing less than 15 lakhs.

    ·      Approval of tour Programme and dairies of the Additional Secretary to Government, MSME Department.

    ·      Disciplinary action against Group C officers.

    ·      Framing of service recruitment rules.

    ·      Public accounts committee.

    ·      Sanction of deputation of Group C Officers.

    ·      Sanction of journey of Group C officers by air.

    ·      Sanction of journey outside the state of all staff.

    ·      Sanction of house building advance and motor cycle Advance of all Group A officers.

    ·      Fixation of pay the Additional Secretary to Government, MSME Department.

    ·      Sanction of G.P.F advance, increment, LTC of the staff.

    ·      All the financial powers for sanction of funds amounting more than  Rs.15,00,000/-(Rupees Fifteen Lakhs).

    ·      Review of the working of PSI units/Pilot Projects Companies.

    ·      Review of monthly progress report of different corporations.

    ·      Matters relating to issue of Recommendations for supply of raw materials and issue of import License.

    ·      Matters relating to Odisha Khadi & Village Industries Board(OK&VIB).

    ·      Matters relating to Board of Directors of joint Sectors /Private Companies.

    ·      Programmes relating to the economics rehabilitation of rural poor.

    ·      Review of Progress of sanction & recovery of Loan by OSFC/OSIC.

    ·      Matters relating to meetings of BOD of OSFC,OSIC,OCCC Ltd etc. relating to MSME Department.

    ·      Schemes relating to refinancing of industrial Projects & other financing Schemes of national Level financial institution.

    ·      All matters relating to Special Projects/GOI projects in the state.

    ·      Approval of plans & estimates of on schemes with concurrence of FD.

    ·      Matters relating  to Disciplinary Proceeding and Vigilance cases.

    ·      Confirmation of all categories of Group A&B Officers.

    Designation

    The following cases shall be submitted by Joint Secretary /Deputy Secretary /Under Secretary to Additional Secretary for disposal.

    Additional Secretary

    ·         According permission for purchase of movable of immovable property by Group A Officers except the Additional Secretary to Government, MSME Department.

    ·         Sanction of leave of Group-A Officers except the Additional Secretary to Government.,MSME Department.

    ·         Signing of pension papers o fall Group A & B except the Additional Secretary to Government and above Officers of MSME Department.

    ·         Approval of tour programme and tour dairies of Group A Officers except the Additional Secretary to Government., MSME Department.

    ·         Sanction of house building advance and motor Cycle Advance of all Group B and below Officers.

    ·         Fixation of pay of all Group-A &B Officers except the Additional Secretary to Government, MSME Department.

    ·         Sanction of G.P.F advance up to Group-A, Officers except the Additional Secretary to Government, MSME Department and above.

    ·         Sanction of Increment of Group-A officers except the Additional Secretary to Government, MSME Department.

    ·         All the financial powers for sanction of funds amounting more than Rs.10,00,000/-(Rupees Ten Lakhs) and below or equal to Rs.15,00,000/-(Rupees Fifteen Lakhs).

    ·         Approval of journey of Group-A&B Officers inside and outside the State (except by air) except the Additional Secretary to Government,MSME Department.

    ·         Deputation to Foreign Service of Group-C staff.

    ·         Routine Communications with and from Government of India/other States.

    ·         Recommendation of supply of raw Materials /Fuel & Land .

    ·         Review of monthly progress report of different Corporation.

    ·         Review of performances of industrial Co-Operatives.

    ·         Matters relating to schemes/ Demand schedules.

    ·         Maintaining accounts of Central Assistance/Review of expenditure.

    ·         Sanction of increment, G.P.F,RCM & Leave of Group ‘B’ Officer of the Department.

    ·         Fixation of Group-B Officers.

    ·         Disciplinary proceeding against all Group C & D Officers with the approval of Secretary/Special Secretary.

    ·         Passing of Contingent bill above Rs 20,000/- and up to Rs.60,000/-.

    ·         Sanction of RCM Claim of Group ‘B’ Officer.

    • Approval and counter signature of T.A claims of Officers up to Group B officers.
    • Hiring of vehicles of officers and staff.

    • Trunk call and telephones bills.
    • Indent of stationary articles.
    • Purchase of materials up to financial limit or Rs.20,000/- and passing of contingent bills to this extent.
    • Forwarding of application of Group D employee.
    • To exercise power of head of Office and Department in regard to sanction under GIS relating to Group D Staff.
    • Monthly, quarterly and annual inspection reports.
    • Inter transfer and posting of Group D employee.
    • Fixation of pay in respect of Group C and Group D employee with approval of the Additional Secretary.
    • Appointment of Group D staff of the department with approval of the Secretary of the Department.
    • Sanction of E.L of Group C & D employee.
    • Sanction of annual increment of Group D Officers & Group C Officers.
    • Sanction of GPF advance of Group D officers.
    • Issue of notice for meetings.
    • Correspondence with sub- ordinate Office & other Departments.
    • Sanction of pre-audit cases with concurrence of FD/FA.
